Qex and QR Tiger
QR Tiger sells a large design and campaign suite. The pricing page lists three dynamic codes on the free plan, 500 scans each, and a logo popup. Paid plans start at US$7 a month for 12 codes.

Bulk creation, Canva, file uploads hosted behind the code, password protection, Zapier and HubSpot, a white-label domain, and on the higher plans multi-URL routing and geofencing. Those are campaign-suite features. Qex is a short link you can retarget, with scan counts.
